Educate policymakers and advocates on low-income energy burdens to build support for a low-income savings target for Maryland’s Department of Housing & Community Development and the EmPOWER program
ADVOCATE
Engage in the Public Service Commission 3-year planning for EmPOWER with a focus on:
implementation of the low-income goal
achieving maximum savings for ratepayers
advocating for plans that align with the state’s climate goals
Work alongside new Public Service Commissioners to support change.
Defend against policy proposals to weaken or slow down progress of the programs
GROW
Invite new partners that are working with and in frontline communities, especially those that are implementing housing programs.
Improve how EmPOWER Maryland programs run by lowering barriers to entry in collaboration with partner organizations and coalitions
